Top Tier Therapeutic Services LLC is a black owned company established in February of 2022, by three passionate licensed social workers who all met from working within the juvenile justice system. As a result of recognizing the gaps in service within the juvenile justice system, child welfare system and other human service industries, Top Tier Therapeutic Services LLC strives to address barriers that youth in the child welfare and juvenile justice system face as well as addressing the shortage of social workers in other industries by providing contract based services to agencies in need of licensed social workers.

Tiffanie McNeill is a graduate of Bowie State University with a Bachelor's Degree in Political Science. She also maintains a Master's in Social Work from Walden University. She is currently enrolled in the Doctor of Social Work Program at Walden University with the goal of serving as a professor for aspiring social workers. Ms. McNeill is licensed to practice social work in the state of Maryland and the District of Columbia. She currently maintains a certification as a Peer Recovery Specialist via Jordan Peer Recovery, which upholds a holistic approach to aiding individuals navigate the journey to recovery. From 2013 to 2015, Tiffanie developed an implemented a non-profit organization, The Matriarch which partnered with Prince George's County Park and Planning's Hillcrest Heights Location to aid in the execution of the Girls Excited About Recreation (G.E.A.R) initiative. Prior to obtaining her social work license she served as a foster parent for 8 years. This served as the catalyst for her to return to school to become a social worker. She previously facilitated cognitive behavioral support groups to returning citizens at a District of Columbia halfway house. In her current role, Tiffanie serves as the Director of Social Services for a nursing facility yet she continues to render services via a therapeutic foster care agency for youth in need of therapeutic case management services. Tiffanie serves in an on-call capacity which exposed the barriers and gaps in services which render a disservice to youth in need of a continuum of care approach which was a motivating factor as to why TTT was started in order to be able to address the gaps in human services.
Brittany Simpson is a graduate from the University of Maryland College park where she earned a Bachelor of Arts Degree in Criminology and Criminal Justice. In previous roles she has worked as a Juvenile Probation Officer with the State of Maryland’s Department of Juvenile Services where she aided in developing programming for the Evening Reporting Center (ERC) to provide enrichment, social and life skill activities for youth involved in the juvenile justice system . Other roles she rendered case management services to undocumented immigrants who were survivor’s of domestic violence where she managed undisclosed safe houses. In this capacity she developed safety plans to ensure that all participants of the program remained safe and adhered to the agency’s guidelines. She was also tasked with maneuvering the “red tape” to assist participants with obtaining legal residency, employment and education opportunities in hopes of them qualifying for permanent housing. She then went on to pursue her Master’s of Social Work degree at the University of Maryland Baltimore School of Social Work and is currently licensed to practice social work in the State of Maryland. Brittany has worked as a social worker for a therapeutic foster care agency where she managed a case load of youth in care who required bi-weekly visits, referrals to community based resources and provided advocacy with educational needs in school. In this role, Ms. Simpson served in a rotating on-call capacity where she received placement calls from the Department of Social Services who were seeking foster care placements for youth with therapeutic needs. In her current capacity. Ms. Simpson serves as a mental health therapist for a local mental health provider in which she provided individual therapy for children and adults as long as couple and family therapy.
Kieaira Lucas is a graduate from Howard University with a Master's Degree in Social Work with an emphasis on Community Administration and Policy Practice. She also maintains a Bachelor's Degree from Bowie State University in Criminal Justice. Kieaira is currently licensed to practice social work in the State of Maryland and The District of Columbia. She has gained experience with various populations to include juveniles as she interned with The State of Maryland's Department of Juvenile Services in Prince George's County. She gained experience from being placed in the gender responsive unit which was specialized in rendering services to female youth who were placed on probation. In this capacity she aided in locating viable resources for at-risk female youth, implemented individualized treatment plans based on court ordered conditions and developed memorandums for disposition and permanency hearings. Kieaira currently serves the foster care population rendering therapeutic services to youth matriculating through the foster care system in the State of Maryland. In this capacity she serves in an on-call position where she receives calls from neighboring jurisdictions who are in need of emergency placements for youth in need of assistance and supervision. In addition to her full-time position, she also serves as a Site Manager at Shepard's Cove Emergency Shelter in Capitol Heights, Maryland where she develops age appropriate activities for toddlers via the Homeless Children's Playtime Project.
